All allegations of excessive force, use-of-force resulting in death or serious injury, racial discrimination, or violations of constitutional rights must be referred to independent investigative bodies within 24 hours.

Establishing civilian oversight boards will empower citizens to engage in meaningful oversight, bridge gaps in trust, and enhance community involvement in law enforcement accountability. 

Develop a federal framework setting evidence-based thresholds for the justifiable use of force. These standards would require that all force be objectively reasonable, necessary, and proportional to the threat encountered.

Employers will be prohibited from including questions about criminal history on initial job applications for positions not subject to legal restrictions based on criminal background (e.g., law enforcement, childcare).

 Develop and enforce nationwide standards to ensure consistency in sentencing for similar crimes, eliminating discretionary gaps that allow biases to persist. 

Re-entry programs represent a critical investment in individuals, families, and communities. By expanding access to housing, job training, and education, we can break the cycle of recidivism, strengthen the social fabric, and promote fairness and opportunity for all.
