National Security and Foreign Policy

The Constitution gives Congress—not the White House—the power to regulate trade. Yet recent executive-branch tariff decisions, made with little oversight, have rattled supply chains, raised everyday prices, and weakened America’s credibility abroad. As a military spouse and advocate for middle-class families in Virginia’s 2nd District, I will restore Congress’s authority so trade policy is transparent, strategically sound, and fair to workers, businesses, and military communities alike.

Policy Goals

  1. Reclaim Congressional Oversight of all new tariffs and major trade actions.
  2. Protect Families & Small Businesses from sudden cost spikes and market uncertainty.
  3. Safeguard Military Supply Chains vital to national security and Hampton Roads installations.
  4. Guarantee Transparency & Accountability through rigorous impact assessments and public reporting.
  5. Strengthen Alliances & Fair Trade by prioritizing diplomacy, worker protections, and environmental standards.

Policy Provisions

  1. Legislative Reclamation of Tariff Authority
    1. Require explicit congressional approval for any tariff imposed under Section 232 or similar statutes.
    2. Ensure all “national-security” tariffs include evidence-based justifications and sunset reviews.
  2. Bipartisan Trade Oversight Committee
    1. Create a standing House–Senate panel to vet tariff proposals, track outcomes, and consult diverse stakeholders—including the military community, small-business owners, and labor leaders.
  3. Mandatory Impact Assessments & Public Reporting
    1. Independent analyses must quantify effects on consumer prices, middle-class households, military supply chains, and regional economies.
    2. Publish findings on a public dashboard before any tariff takes effect.
  4. Support for Affected Communities
    1. Rapid-response funds for job retraining, small-business loans, and economic-development grants in sectors hit by trade disputes.
    2. “Mil-friendly” clauses in future trade pacts to secure critical defense supply chains.
  5. Diplomacy-Led Trade Strategy
    1. Re-engage allies to tackle unfair practices by authoritarian regimes while embedding strong labor and environmental safeguards in every agreement.

Expected Outcome

  • Stable Prices & Predictable Markets for Virginia families and businesses.
  • Resilient Military Logistics that keep Hampton Roads installations mission-ready.
  • Faster Economic Growth driven by clear rules and reliable global partnerships.
  • Renewed Public Trust as trade decisions move from opaque executive orders to transparent, democratic debate.

Personal Commitment

In Congress, I will spearhead this reform—drafting the legislation, building bipartisan coalitions, and holding hearings that put working families and service members first. Together, we will restore checks and balances, protect Virginia’s economy, and craft trade policies that advance America’s values and prosperity.

America’s strength abroad depends on clear, principled responses to nations that threaten our security and undermine global norms. Recent aggression and cyberattacks by China, Russia, and North Korea demand a coordinated U-S strategy grounded in accountability. As a military spouse and advocate for middle-class families in Virginia’s 2nd District, I will champion a sanctions framework that protects our people, supports our allies, and defends democratic values.

Policy Goals

  1. Protect U.S. National Security — Block adversaries from exploiting economic, technological, or military tools that endanger our sovereignty or critical infrastructure.
  2. Promote Global Stability — Deter territorial expansion, cyberwarfare, and violations of international law.
  3. Hold Adversaries Accountable — Impose real costs for human-rights abuses, election interference, and other malign actions.

Policy Provisions

  1. Targeted Economic Sanctions
    1. Broaden sanctions on key sectors—defense, energy, advanced tech—to choke off funding for military aggression.
    2. Deny U.S. capital-market access to state-owned firms complicit in hostile activities.
  2. Technological Safeguards
    1. Tighten export controls on sensitive technologies (e.g., AI chips, advanced semiconductors).
    2. Incentivize domestic and allied sourcing of critical minerals and components.
  3. Cybersecurity Measures
    1. Sanction individuals and entities that launch or enable cyberattacks against the U.S. or allies.
    2. Deepen intelligence-sharing and joint cyber-defense exercises with NATO, the EU, and Indo-Pacific partners.
  4. Human-Rights Accountability
    1. Aggressively enforce the Global Magnitsky Act to freeze assets and restrict visas of perpetrators.
    2. Fund civil-society, media, and NGO programs that expose abuses and support democratic voices.
  5. Multilateral Collaboration
    1. Coordinate sanctions packages with allies to maximize pressure and prevent evasion.
    2. Use forums such as the UN, G20, and APEC to isolate aggressors diplomatically.

Expected Outcome

  • Credible Deterrence: Adversaries face steep economic and diplomatic penalties for destabilizing behavior.
  • Stronger Alliances: Unified action with partners amplifies U.S. leverage and global credibility.
  • Greater Resilience: Reduced dependence on hostile actors fortifies American supply chains and cyber defenses.

Personal Commitment

In Congress, I will draft and advance bipartisan legislation that codifies these measures, partner with the executive branch for smart enforcement, and keep Virginians informed through transparent progress reports. By standing firm on sanctions that are precise, enforceable, and fair, we will protect our homeland, support our servicemembers, and promote a safer, more just world.
